I'm fighting with this for too long now... please help

I've done everything described on the page (directx, visual c++, .net, etc), and still got this.
When I lauch x360ce first I have standard xinput1_3.dll create button.
Then I got the error I paste above.
I can click "ignore", but nothing I'm doing next seems to works. I see my pads in "game controlers" and they are working fine, but nothing else.
If the pads are not connected the error...
Error calling Setup...
