xinput1_3.dll loading error

I had my Win7 HDD fail on me last week luckily I save my game folder on a separate HD however when I tried to launch GTAV the game would crash on start until I removed x360ce and it's xinput1_3.dll from the game folder. now GTAV plays fine but if I try to configure an xinput dll file even in an empty folder I get a windows error of:

Failed to load 'xinput1_3.dll'
System.ComponentModel.Win32Exception (0x80004005): %1 is not a valid Win32 application

Also the error repeats anytime x360's config...
