Ultrastik 360 and mini-pac on pc games

hello, I am trying to use a ultrastik 360, x360ce and vjoy to play street fighter x tekken. The joysticks are plugged in via usb and the buttons are coming from the xarcade minipac board.

I can move the joysticks in the menus, but the character selection does not work with the joysticks.

any help would be greatly appreciated. Thanks!
